1868 - The 14th Amendment, which confers citizenship to all persons born or naturalized in the United States, is ratified but decades pass without serious attempts at enforcing its voting rights provision. In later years, the U.S. Supreme Court twice issues landmark rulings on whether the 14th Amendment prohibited segregated education in public school systems.
