President George W. Bush holds a federal spending plan

2008 – First $3 Trillion-Plus Budget

A 1921 federal law, the Budget and Accounting Act, mandates the president prepare and submit a proposed federal budget document annually “no earlier than the first Monday in January, and no later than the first Monday in February.”

On February 4, 2008, President George W. Bush made budget history by putting forward a federal spending plan that for the first time in U.S. history tops $3 trillion. The 2008 budget request is also the first to be submitted in an electronic format. (White House)
